You can increase RAM of your system. A windows XP system can get by on 512MB, but it'll run a lot smoother with 1GB. As for vista, it needs at least 2GB for optimal performance.
Vista will also run a bit faster if you disable it's resource hogging extras, like Aero Glass and Flip3D. To free your system from both, follow as below.
1. Right Click on the Desktop.
2. Click Personalize.

3. Click Windows Color and Appearance

4. Click Open Classic appearance properties for more color options
5. Set the color scheme to Windows Vista Basic.
6. Click OK
Now Your vista system should go a bit faster.
XP users should consider disabling windows indexing service, a system hog of little practical value.
1. Click Start
2. Go to Control Panel
3. Open Administrative Tools
4. Open Services

5. Now scroll down to Indexing Service
6. Double Click to open it.

7. Set Startup type to Disabled
8. Click OK.
